In order to add specific users to a project, the best way to organize this is by creating groups. A site administrator can create different groups and add specific users.
Then, instead of adding user by user to a project, it's possible to select this group and give the same permission to everyone.
Regarding your second question, only a site admin can check who has Jira Software access. They can go to Cog icon > User management > Product access and click on the number of users.
They can also access this information on Groups and clicking on the default group that gives access to Jira Software.
