How to get a filter I'm subscribed to, send an email on a monthly basis?

Created a filter and I need it to send a monthly email to myself so that I can remind the owner of the issues in the filter to update them.  Currently I'm subscribed to it, and have it set to send an email on the 5th of every month.  But it never sends the email.  Is there something I'm doing wrong?
