To my knowledge, there is no way JQL would let you do something like that. I assume some bulk operation went wrong and you are trying to fix something to make things look nicer?
To be honest, I don't know if it is worth the effort. Comments only show when you are looking at the details of a single issue. They don't appear in any search or report and users need to scroll into the details of an issue before they may even notice. They can only look at 1 issue simultaneously, so unless you accidentally added the same comment like 35 times to an issue, masking all the actual comments made by real users, I would rather leave things as they are and make sure to avoid reoccurrence in the future.
