How to enforce a comment when flagging work item

Given that a user flags a work item. I want to enforce that she also must comment why the flag was added. (And a comment again for the removal of the flag later.)

How can I enforce this behavior?

That is not possible with current, built-in features, and here is an older suggestion to add that capability.  You may watch / vote for it to see any progress.

Sadly, there's no real way to stop users from flagging without leaving a comment. 

One option would be to create a self-transition with a rule "update an issue field" where you update the "Flagged" field to "Impediment" and a "require comment" validation.  But this wouldn't disable the "flag" option in the dropdown menu from the board, so I don't know how useful that would be. 

I'm sorry I couldn't find a better solution.
