How to enable the Transition buttons?

I created a new Status my workflow and clicked Allow all statuses to transition to this one. I want to now add a couple of transitions. When I open the Workflow in Text, for my new status, the Add outgoing transition and Delete outgoing transitions are both grayed out. How can I enable the transition buttons?
