How to enable/disable a user account programatically, possibly using a plugin?

It seems that there is no way to enable or disable a user account in Jira Server using the REST API, but is there a way to do it within a plugin? I've found a few examples referencing other plugins from the marketplace, but if we already have our own plugin and I simply want to add the functionality to enable or disable a user account to our existing plugin, is it currently possible to do so?

We are currently using version 7.8.0.
