How to enable and define Affects Version, Component, Fixed Version field for editing an issue?

These three fields were disabled when open an issue (bug) in Edit screen. It's not possible to enter data for define these field in (Admin) Field Confiuration menu.

As a project administrator, you need to add components and versions to the project. It's not a global/system administration function, it's tied to the project. Someone with the right to adminstrate the project needs to do this (they'll also have the power to adminstrate project users)
