How to enable Development panel in team-managed project?

I've searched extensively but haven't found an answer, leading me to believe this feature may not be supported.

Is it possible to have a Development panel in a Team-Managed project? Please see my screenshots for reference.

• Screenshot 2: Development Panel is missing from a Team-managed project

Both Jira and Bitbucket are linked, and both issues have commits.

Your image for your Team Managed project indicates that it is a Business/Work Management project. Currently such projects don't have a Features category under Project Settings for enabling/disabling additional features.

Additionally, even if you link code/pipeline information to the issue, for Team Managed Business projects you would then run into the problem documented here:
