How to edit the Issue Type for a single work item without going through bulk workflow?

I have a card on my Jira Board (next gen). It's set as Issue Type: Task. I want to change the individual card to Issue Type: Bug. 

On other projects, I click on the icon and simply select the desired issue type. 

For my new project, whenever I try to make this change, I go through a several step Bulk Issue Type Change workflow. 

Is it something in how I've set up this most recent project?

Indeed, the behavior you mentioned where the bulk edit is triggered when you try to change the issue type in an issue of a Next-gen project is a known bug in Jira Application. We registered it in the link below so our developers can work to get it fixed:
