How to display a message to users on an archived project?

Atlassian Team members are employees working across the company in a wide variety of roles.

We want to archive a Jira Cloud project, but we want to give users who visit the project a message to explain why it has been archived and where to go instead.
How do we do that?
Even though the project is not longer visible in the project list or issue search, users may still have links to the project or issues within it. If they use those links, we want to be able to redirect them somewhere else.
