How to disable 'what new in JIRA ...'

Does anyone know how to disable, for all users, the screen What's new in JIRA ...

This Screen dsiplay informations get on internet.

But Many of ours users don't have access to it.

you can do this in the plugins section...

show "system add-ons"

open"Jira Welcome Plugin"

look for something like "whatsnew"

disable it -> thats it
