The webhooks for the resp. events are only available as of the very recent JIRA Software 7.1, i.e. that's definitely the case for the board related events (see Webhooks for Agile boards), and I believe the sprint related events haven't been exposed before either (at least they are not available via JIRA Agile for JIRA 6.x, and JIRA Software 7.0 lacks any mention too).
