How to delete cloud jira account?

If you mean "delete it from my Jira", then log in as a site administrator, go to the user section and remove the user from all groups etc and then delete them.

This will not delete their Atlassian account.  That has to be done by them raising a request with support.atlassian.com, after transferring any billing or ownership of systems over to whomever should take them on.
