Hi, there are number of jira instances that our users created and we will need to remove those instances to make sure all our users are on one standard platform. Some of the instance owners are not part of the company anymore. How to get access to those instances and remove them?

Do you mean there are multiple Sites set up within your Atlassian Organization, each with Jira instances? Or did the users set up their own Atlassian Organizations with Sites/Jira instances in them, to which you don't have access?
Can you provide more detail about the scenario you are encountering?
And are you just a Site Admin, or are you also an Org Admin?

Thank you for quick response. Users who belonged to our organization had setup their own Jira cloud instances. They are inactive and not here anymore and we would like to get access to decommission these unwanted instances. Please let me know if that answers your question.

For Atlassian Cloud there is the concept of "Organizations". Organizations can have multiple Sites. Each Site can have instances of Atlassian products. Refer to

Are the Jira instances that you want to get rid of associated to Sites that are part of your Atlassian Organization? Are you an Organization Admin for your company's Atlassian Organization? If you are and those other Jira instances are in Sites that are part of your Organization, then you should already have access to decommission them.
If the instances are not part of Sites that are part of your Organization, are they free instances or are you being billed for them? If you are being billed, who is paying for the instances?
