How to deactivate a user who has never accepted the invite?

I have a user who has admin authority at the same level as me.  She does not want to use the product and I want to deactivate or delete her profile.  I am assuming since she has never accepted the invite I am not able to remove her.  How can I deactivate or delete her profile.

BTW I have several with this scenario.

I believe you must be at least a site admin to deactivate a user.  What are you seeing when you go to user management and try to remove site access for the user?
