Hi @Ramesh Krishnan ,

To create a group in Jira Cloud, you actually do it from Atlassian Administration (user management), not inside a specific Jira project.

To create a new group:

  1. Go to Atlassian Administration. Select your organization if you have more than one.

  2. Select Directory > Groups.

  3. Select Create group and follow the prompts.

Hello @Ramesh Krishnan

Welcome to the Atlassian community.

Groups are not created within the Jira Cloud app . Groups are created at the Site level.

The documentation for how to create groups is here:

https://support.atlassian.com/user-management/docs/create-groups/

It requires Organization Admins access, or User Admin or Site Admin access depending on the type of user management experience applied to you Organization.

Let us know if you have questions after reviewing the document.

Hello @Ramesh Krishnan

Welcome to the Community!

Your request requires higher privileges, such as Site Admin or Org Admin roles. If you have the required permissions, please follow the below documentation. Otherwise, you can ask your admins to create the group for you.

https://support.atlassian.com/user-management/docs/create-groups/

Hope this helps!

Regards,

Archana

Hi @Ramesh Krishnan

Thanks for the question.

  • Go to Settings --> User management (or Directory, depending on your Jira version)
  • Open the Groups section
  • Click Create group
  • Enter a Group name
  • Click Create

Also, check the documentation.

Hi @Ramesh Krishnan

In Jira, only site admins or user access admins or org admins can create groups.

Go to Settings → User Management → Groups → Create group, enter a name, and save.

In Jira Cloud, this is managed via Atlassian Admin (admin.atlassian.com).

Hello @Ramesh Krishnan

As @Trudy Claspill  mentioned, groups are not created within the Jira Cloud app itself. In Jira Cloud, groups are created at the site / Atlassian Administration level instead. It also requires the appropriate admin permissions, such as Organization Admin, User Admin, or Site Admin, depending on your user management setup.

You can review the steps in Atlassian’s documentation here:
https://support.atlassian.com/user-management/docs/create-groups/

If you do not have those permissions, you’ll need to ask your admin to create the group for you.

Have a good Day.
