How to create expandable custom field description in Jira cloud

I want to give a detailed expandable description for certain custom fields. Like a "Click Here to Learn More". I found this article for an on prem solution, but I am unsure if something like this exists for Cloud.

No, Cloud does not have a similar solution to the one you found for Data Center. What you could do is add a link as part of the description that give the user more information. Another option is to add a message field with the information by using the Message Custom Field type.
