How to create an issue type?

I am not getting option to crreate an issue type in Project administration?
How can I do it?

I need to create Test Case issue type.

the regular way is:

Do you have administrator permissions in your Jira?

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

I do have admin privilages but am not getting the "Add issue type" button

That's the project administration. You need to use the JIRA administration stuff as Thomas mentioned before.
