How to create an integer select list

Hi - I'm looking to have a select list of integers.  This numerical value will be used to create other issues so it needs to be numerical and I need to be able to cap the quantity to avoid crashing the system.  I figure a select list is the best way, but I don't think the standard select list works as a numerical value.
