The issue here is that :
The Parent team requesting or creating the Story to the Other teams is not dependent on the other teams Fix.
Since the issue is related to the other teams, Story is being created.
Also, the best way to Mitigate the issue is to create Sub tasks for the Stories and assign each sub task to a respective team. In this case, the Sub tasks need to be solved first for the code to be promoted and they don't want to wait or be dependent on the Sub task.
