I am unable to find an option to create a project in JIRA, everything is under spaces now. Within Space, it asks me to create a Scrum or Kanban board. Is that the right way? I am confused as I am used to using old ways of JIRA software board where spaces were for documentation. Development boards were to manage sprints.

This is a terminology change in Jira. Projects are now called spaces, but they are the exact same thing. When you want to create a project, creating a space is now the way to do it.

Some time ago, Projects was renamed to Spaces. So everyting what you need is a click on Spaces, then on + (Create new Space).
