On the Server , you simply create a new tab, and it's remaining.
In the cloud, I do not see the tabs at all! :(

Can you provide any sort of screen image to illustrate what you are trying to do?
Are you talking about creating tabs within an issue view to group fields together?
Can you tell us the type of project you are using? That information is in the Type column on the View All Projects page under the Projects menu.
