How to create a initiative issue type with out Road Maps and Portfolio in Jira Agile Software 

If i give level one to Initiative in Jira it will effect all projects or only that scheme level ha 

We are using big picture

Are you working with a Company Managed project or a Team Managed project in Jira? It will say which it is at the bottom of the navigation pane on the left.

For adding an issue type to Jira for use in Company Managed projects refer to:

After adding the Initiative issue type you will have to add it to the Issue Type Scheme(s) that is used by the project(s) where you want the Initiative issue to be available. For information on that, refer to:

You may also need to modify the Issue Type Screen Scheme, Field Configuration Scheme, and Workflow Scheme to accommodate the new issue type.
