There are multiple Traceability apps already available on Atlassian Marketplace.

Try one of the addons listed in the above screenshot.

Are you looking to create a Matrix for traceability of issues?

It depends on the complexity of your Matrix - something simple such as tracking which Stories belong to Epics which correspond to a Project could be achieve using the Issue Search at a basic level.

If you need something more official - you could try an App such as TraceabilityX for Jira

Another option is to build a Traceability Matrix using Confluence - I found an answer on another question sums this up really well - see here
