Hi @Sonu Kumar, yes, you're correct! A specific permission is needed for users to create Team-managed Jira projects. Ask your Jira application admin for the following:

• Visit: Admin > System > Global permissions (direct link: your-jira-site.atlassian.net/secure/admin/GlobalPermissions!default.jspa)
• Add your username to the global permission called "Create team-managed projects"

For your other question, there is no specific permission needed to create a board.
