Historically, forms were only available in Jira Work Management and Jira Service Management. That's the bad news.
The good news is that Jira Work Management will cease to exist as a standalone product, and its features will be rolled into Jira very soon.
OLD
- Jira Work Management = Jira for business teams
- Jira Software = Jira for software teams
- Jira Service Management = Jira for support teams (internal or customer-facing)
NEW
- Jira = Jira for business and software teams
- Jira Service Management = no change
