How to control permissions in JIRA to remove attachments that other team members added?

We need to be able to add/remove attachments made by others in JIRA. It's not allowing a user to remove them now (unless the user is the one who added them). How\where do I change permissions? Thank you

Hii @aonik 

As I understand, you want to let the users just remove own attachment and all users can add an attachment and you can add and remove all attachment. If it is true, yes you should change the permission as bellow:

Create Attachments => all group/users

Delete All Attachments => your group/user

Delete Own Attachment => all groups/users

in case of jira enterprise, most probably such permissions are controlled at admin level and you wont be able to change them, but at-least you can check current permission under setting and request admin for exception if required. Hope it helps! :)
