Good day! Welcome to Atlassian Community :)
In order to view active user list in Jira,
Steps:
- Go to the admin portal https://admin.atlassian.net
- Select your organization (if you have more than one)
- Navigate to Directory -> Users
- Under App access, select Jira and under Users, select Active
