How to change the estimation format on an issue to just hours?

On the issue details under the estimation field, I would like to change the standard format to just hours. Can someone help?

The system administrator can modify the default unit for time tracking

Hi @Ollie Guan - I followed the steps and saved it but then the systems reverts back to the original setting. I'm stumped.
