How to change or decrease tracked time?

When using the 'Time tracking' field if you enter a time then change it that time is added to what you previously entered. Is there any way to change the tracked time or deduct hours from the tracked time?

Yes, you can edit or delete a work log, just select the Work Log tab in the detailed issue view.
