How to change issue type after creating issue

Ho wto allow user to edit 'issue type' after creating issue in jira.

If the fields are same, you will see an option to change issuetype while editing the issue. If not, you will have to use the "Move Issue" operation. This driven by the "Move Issues" project permission.
