I have a problem with dragging/dropping issue types in the issue hierarchy. I've watched Atlassian's videos, and read too many articles but still didn't find the answer to how to change the hierarchy.
I've added an issue called "theme" (already setted up in issues types and schemes) which should be above the epic (it's like initiative) however I can't move the theme below the epic (so epic will be a 2nd and theme 1st).

Please clarify my understanding. Is it your intent to move your Theme below the Epic? If so, this is simply not possible. You cannot have issue types between Epics and Stories/Bugs/Tasks (at least not natively). Advanced Roadmaps are designed to establish hierarchy above the Epic.
If you want something between Epic and Story, you'll want to look into a marketplace App like Structure.

The numbers actually work in reverse. Based upon your screenshot, Epics will be part of Themes. You just need to add the Parent Link field to your epics and then you'll be able to add the Theme parent and Advanced Roadmaps will dynamically present the hierarchy correctly based upon the Parent Link.
