How to centralize releases across different projects

i am looking for a way to centralize releases from many different projects. As individual projects create Releases i would like to categories a release and ensure they only select available releases dates.  ie , If bi-weekly releases are only released on the 1st and 3rd Friday of the month then they can only select those dates.  If they are monthly releases then they should only select specific monthly release dates.  if they need a release day out side of the standard they need to request it . I have looked at the current release process and there does not seem to be a way to restrict the release date.  i would also like to have Change Freeze dates listed and restrict teams from picking a release date that they will be blocked from using in the future. Finally I would like to generate reports based on the releases. Any help on how to get this going is greatly appreciated

Advanced Roadmaps, which is part of the Data Center offering and it former times was a separate App for Jira Server, provides cross-project releases.

I am unsure if it will cover all of your use cases but you could check if this sounds it is what you were looking for.

As far as i know this is not possible.

You will have to create a custom field that will hold the release values.  Either using a select field and populating all the options manually. Them make it available to all the projects that need it in their screens.

For one of our clients we used insight asset management to hold the release information and make the releases available as a customfield. Based on the status of the object you can filter them so that when it released, it would not show as an option.
