How to block other domain users to create project in jira
Are you using Jira Cloud or Jira Server/Data Center?
With Jira Server/Data Center, only users who have been added to the Jira Administrators group should be able to create projects.
In Jira Cloud there are two fundamental "types" of projects; Team Managed Projects and Company Managed projects. Software, Service Management, and Business projects (from each of the Jira products) can be created as either of these two types of projects. Jira Administrators should be the only ones who can create Company Managed projects. For Team Managed projects, there is a Global Permissions that determines whether or not non-admin users can create those types of projects.

I have multiple projects and different domains, users are added into projects for accessing,but they all are able to create new project. But I want to restrict them to create new projects.
