Hi,
I want to be able to reopen an issue when a comment or email comment is received.
Everything I read points to using Listeners, but I cannot see the "Listener" tab/option under Advanced section in System (even though I am an administrator).
Please help.
FYI - we have Zoho desk integrated (what seems to be) via a webhook. It is Zoho desk updates that I want to be able to trigger reopening of a Jira linked issue.

Jira Cloud does not have listeners. You can see the following ticket:
