How to associate a field configuarion with an issue operation like create issue.

I would like to make it so that I can have a required field on the create portion of an issue and not the edit portion. Is there any possible way to do this?

I'm confused by your question. Field configurations require the fields at create time which is what you want. The only way a field will be required at edit time is if you apply a new field configuration requiring new fields. Then when the issue is edited the field will be required if not filled in or a new field added. If you didn't update the field configuration I'd look for a plugin making it required.
