How to assign the "create Project" permission to non administrator user

Hello,

I have upgraded the 3.13 to JIRA 7.0 and in 3.13 we had used the "Project Template Manager" plugin to create the project but now this pligin is not compatible with latest version of JIRA software.

Can I use any free plugin or any option in new JIRA to assign the "create Project" permission to non administrator user  ?

Not natively, you do need an add-on.  I'm not aware of any free ones.

Have a look in the marketplace for project configurator addons - personally, I either do it with script runner, or use Wittified's add-on at https://marketplace.atlassian.com/plugins/com.wittified.jira.project-creator/server/overview
