I understand that you have a Jira Server starter license (10 users) and are interested in using the free Cloud migration trial. Unfortunately, this trial is not available to starter licenses. This is explained on that link, under the FAQ of Who is eligible for this offer?:
Customers who own a Commercial or Academic Server or Data Center license with 11+ users are eligible for the free cloud migration trial.
Starter tier (10 users or less) and Community license holders are not eligible at this time. Customers with up to 10 users / 3 agents are encouraged to explore Atlassian Cloud Free plans when migrating to cloud.
That said, Atlassian Cloud does already have a Free plan that supports up to 10 users. With other server licenses of more than 10 users, the licensing costs are considerable, so this trial is really aimed at helping these server users try out our Cloud offerings on the same user level.
When it comes to server starter licenses, the equivalent of a 10 user cloud license is already free (with some notable restrictions for Cloud free plans). You can just visit https://www.atlassian.com/software/jira/free in order to get started and sign up for a free plan on Jira Cloud today. Once you have your site setup, you can still use migration tools such as a the Jira Cloud migration assistant in order to get your data from server to our Cloud offering.
