How to allow only designated users to save changes to Advanced Roadmap Plan

Is it possible to configure user settings so that they may change edit the fields in an Advanced Roadmap Plan but may not save it. And only designated users can save the changes.

Kind of like github where you can submit a PR for review but you may not merge into codebase. Or like google docs where you can suggest changes but can't actually edit the document.

By logic or how Jira works the explanation is 

The users who you do not want the changes performed to be saved in Jira should not have Edit issue permissions for the Project.

If they do not edit permission for the project, they will not be able to save the changes

They can only edit the field in roadmap

The Advanced Roadmap plan's source is a filter not a project. I configured the permissions in the plan itself to give the view access to the group and they only have read only access, they are unable to edit any field in the roadmap
