Hi everyone,
I’m using a Team-Managed project in Jira Software and I’ve created a Form with "External Link" (Public) access enabled.
However, when external users (who don’t have a Jira license/account) try to submit the form, they are unable to create the issue. It seems there is a permission barrier preventing anonymous users from creating items within the space.
I’ve looked through the project settings, but I can't find a way to grant "Create Issue" permissions to the public/non-users specifically for this form.
Questions:
Is it possible to let unlicensed users submit forms in Team-Managed projects?
If I change to company managed project would it work?

Have you checked that your Jira admin has allowed public forms? This product level setting might be blocking you.
I would not change the project to Open.
That setting is for people who can already log in to your Jira site. It is not the control for anonymous/non-licensed users submitting a public form.
For your use case, the things I would verify are:
the form access is really set to Public, not Open
Public forms sharing is enabled globally for team-managed spaces
there is no IP allowlist blocking the external submitter
the form has a default reporter configured
you are testing with the actual public link in an incognito window
If all of that is already correct and the submission still does not create a work item, then I would treat it as unexpected behavior and raise it with Atlassian support, because according to Atlassian docs, public forms are supposed to allow people without Jira access to submit responses.

No, they do not need normal project access for that.
And no, moving to company-managed should not be necessary just for public form submission.
If it still does not work, I would check the global/product setting for public forms first, because that is the most likely blocker here.

These are the settings I've already verified. Should I change the Project Access to 'Open' to allow this?
