by "managing" you mean to set up a connection and configure sync operations? I am very sure that this is not possible without the admin permission. You need to access the administration of Jira and therefore need the permission. Or have I perhaps misunderstood you? Let me know :)
I think you are right, just wanted to confirm there is no way around it, as I would like to let a user "set up a connection and configure sync operations" without giving them absolute access.
