I am having problems getting the @ person look-up function to work for everyone in the comments. It seems like the Jira-developers group works, but I don't want to give everyone developer access. I have looked through the permissions, but don't see anything specific for doing this. Any ideas on what combination of permissions will let this work?

Also, I did find the Global permissions at:
Settings> Security > Global Permissions > Browse Users
However I don't see anyway to add a group or person to this permission. I also don't see a way to add this permission to a Permission Scheme. It does just have the Jira-Developers listed here.
Ok, now I do feel silly. Scroll all of the way to the bottom of the Global Permissions page. You can add people to the Global Permissions there.
