How to add or set up a subtask under an issue type
You need to be sure that subtask issue type is added in project. You can check it in project settings.
If subtasks are added to your project you should see a button "Create subtask" under summary in a ticket.

Note that sub-tasks are configured at the project level, not issue type, there's no nesting. When you add a new sub-task type to your scheme, all base-level issue types can use it as their sub-task.

https://support.atlassian.com/jira-cloud-administration/docs/add-edit-and-delete-an-issue-type-scheme/ is probably a good starting point for company-managed projects.
For team-managed projects, it's more simple - go to project admin, find the issue type section and tick the "sub-task" box (you can only have one sub-task type in TMPs at the moment)
