We are having an account with 32 users with Jira software standard license, however, we plan to add +30 users later. Is it possible to buy these +30 licenses in advance without any invites (particular users), and how the payment details will proceed?

That depends a bit if you are on a monthly or an annual plan. On a monthly plan, you are billed at the end of the month for the actual number of users in your instance. So in that case, the answer is no, purchasing these users up front is not possible.
On an annual plan, you do pay up front for a certain user tier (if you have 62 users, you would land on the 51-100 user tier). You then pay for a certain number of available licenses and can add users to your site at any point in time later, as long as you do not surpass the total number of licenses you have purchased.
