Is there any way to add locked custom field to the request forms in the portal view. Can we associate it to the portal view forms?

There is no difference between locked and other fields when it comes to adding them to a request form. That a field is locked just means you cannot change its configuration settings, which is because they are system fields Atlassian doesn't want you to change as that might break things.
In general, you just need to make sure you add them to the screens associated with your project's issue types and then you can add them to the request types using that issue type.
