How to add inline comments to Jira?

In Confluence pages, it's easy to add inline comments, respond to them, etc.

But in Jira, I see no way to do that. My strongest need is for SQA test engineers to be able to comment on steps in a Test Case issue (in the process of refining or describing the steps).

I'm afraid Jira doesn't do in-line comments.  I think I saw a low-on-the-list issue about adding it in Atlassian's Jira a while ago, but I can't find it now.

We're using the Xray add-on, Peter.
