How to add in the drop down menu for "projects" the addition of another  Project Code.  I dont see the ability to add other projects that are not currently listed.

Welcome to the Atlassian community.

Are you referring to a selection list custom field that is available in your work items/issues?

If so, those lists are maintained by Jira Project Administrators and Jira Application Administrators. You would need to contact those administrators for your Jira instance to get the list changed.
