How to add a workflow step in my JIRA Board?

I wish to add an "In Review" state that will sit in between "In Progress" and "Done". I want the cards to move "In Review" from In progress state or Done state only.

You didn't mention whether your project was a Company-managed project or a team-managed project

Its a team managed project (on a free plan), I am the admin of the account.

Here are instructions for modifying the workflow on a team-managed project.  If I remember correctly, adding a status will add a column to your board.
