How to activate goals?

I would like to activate the Goals feature on Jira. I tried to follow the instructions found online (go to project settings>features> enable goals toggle) but I do not see Goals anywhere. 

I do see Goals on the menu on the left side. When I click on it it tells me it is not yet active. I use the "Send a request" option but the account admin don't seem to receive any notification.

Any ideas??

If you are indeed on a free plan as you tagged in your question, then goals are accessible from the left hand navigation as you can see in this screenshot:

If they are not there, maybe an admin of your site should grant access to the product in your sites Admin Settings > Products and check settings via the manage product button over there.
