I see that the Comments in a JIRA Issue is visible to all users by Default.
And, there is a 'Lock' option to restrict visibility where only Administrator & Developer Roles are listed.
Where can I configure so that all Project Roles are listed?
In the System -->General Configuration section, Comment Visibility is set to 'Project Roles only'.

Can you explain what do you mean by all project roles?
Within this configuration you can add "project roles & groups" - which opens the doors to all of the members of this specific group to see the comment, while others are not.

it is possible to select only project roles you are member of. If you want to see all the project roles, you need to be a member of all the project roles (but this usually doesn’t make sense).
